Marc Butler: "...I have just one more question and this just involves process...just very briefly, legislation that has been transformed into budget language...I am concerned that increasingly we seem to enact policy in the budget, therefore bypassing...issues don't get the debate that is warranted... it is just one of my concerns about the way this budget process works and I think it seems to get worse annually."

Angelo Morinello "... And what I find troubling about the process in my short tenure here, when I thought about budgets throughout my life, and my accounting courses, and my legal career, I looked at numbers, I looked at balance sheets, I looked at revenues, reoccuring revenues and expenses  And what appears to happen here is that they throw in policy with the economic issues that deter us from really addressing the economic issues.  And sometimes I believe we do miss the point of some of the policies because we're on a deadline with the April 1st, trying to accomplish the deadline and we miss the point on some of the more serious items that we do have to discuss... There are many many items that we should talk about as we go through this so we don't miss the point of what we are trying to accomplish. And unfortunately because of the disconnect between economics and policy, which I don't believe should be in a budget, no good standard accounting principles will tell you they should, I will vote in the negative, through I do commend the chairwoman because it is a fine budget, I think the dollars are there and the issues are being discussed..."

 Peoples-Stokes: "...I would like to commend, but certainly for her diligence during the public hearing process.  And that is serving the People, there, but for this stage in the process, I think we're off to a very good start

(1) Denies $25 million of appropriation authority.
(2) Provides a $25 million supplemental appropriation to provide
funding for new court officers to be distributed in a geographically balanced manner
for those areas experiencing increased gang-related workload.

* PART B -- The Senate denies the Executive proposal to require that
each state-paid judge or justice certify every month that such judge
or justice performed judicial duties at an assigned court location
for the full daily period of at least eight hours.
