It remains unclear when lawmakers will return to Albany ahead of the approaching April 1 deadline and how they will sort out the logistics of discussing policy proposals and the budget bill and vote on the measures.

Stewart-Cousins said she’s OK with granting the executive a little wiggle room given the severity of the situation, but she doesn’t believe the governor’s power should go unchecked."

WE MIGHT ACTUALLY GET A BUDGET THIS WEEK: Two bills were sent to the printers early this morning. One is the Public Protection and General Government Article VII bill, S.B. 7505. The other is the Revenue Bill, S.B. 7509. Typically the Revenue bill is a catch all and the final bill to roll out. This year, it however, it has big gaps, seemingly waiting on actual language for some forthcoming legislation.

INTERESTING: The summary indicates a marijuana program will be included in Part AA, but the actual language is currently "intentionally omitted." There are usually 10 budget bills. The only other released in its vote-able form is the Debt Service appropriation bill, which has been passed by the Senate."

The legislator recalled being explicitly threatened with an emboldened primary challenger if they did not vote for the executive powers, but they voted against them anyway. 
"You're literally told that if you vote this way against what they want, that you'll lose your race — you will lose your seat and suffer the consequences of 'you're not voting for COVID relief' or for things that were in the budget," they said.
"That's kind of the warning shot in the air."
Governor Cuomo's office did not return requests for comment.
