Chief Judge Lippman's State of the Judiciary Address, February 17, 2015 
     
"...an efficient and effective disciplinary system is fundamental to a sound administration of justice.  In assessing our current system, commentators have raised important and challenging questions, including whether our departmental-based system leads to regional disparities in the implementation of discipline, whether conversion to a statewide system is desirable, and how can we achieve speedier dispositions that give much-needed closure to both clients and attorneys.
    
With this in mind, I am extremely pleased to announce today the creation of the Commission on Statewide Attorney Discipline. This new Commission, chaired by Chief Administrative Judge A. Gail Prudenti, and made up of leaders from both the bench and the bar whom I will announce in the near future, will conduct a top-to-bottom review of the system throughout the state to assess what is working well and what can work better, and to offer recommendations on fundamentally reshaping attorney discipline in New York."  (at pp. 12-13, "Transforming Attorney Discipline in New York")
