JUDICIARY's 2022-23 BUDGET

Operating Budget   General State Charges

no explanation for the bifurcation --

It's prior explanation, that had been in its transmittal letter to the Gov & Legislature
for its general state charge budgets from FY2011 to FY2019:

"...the Judiciary is again submitting itemized estimates of funding for General State Charges
necessary to pay the fringe benefits of judges, justices and nonjudicial employees separately
from itemized estimates of the annual operating needs of the Judiciary.  This presentation follows the long-standing practice of the Executive and Legislative Branches of separately presenting requests for funding of fringe benefit costs and requests for operating funds.  The Judiciary will submit a single budget bill, which includes requests for funding for operating expenses and fringe benefit costs..."

CJA challenged that explanation, starting in FY2013 -- and, in 2020, the Judiciary abandoned it.

Division of the Budget's terminology guide does not include
"General State Charges" or "Fringe Benefits"

There is NO separaqtion of fringe benefits of judges and justices from fringe benefits of "nonjudicial employees"
