DOLLY CARABALLO'S PROPOSED RENOMINATION TO COELIG

September 24, 2024
"Speaker Heastie Announces Renomination of Dolly Caraballo
to Commission on Ethics and Lobbying in Government"

CJA's comment, submitted October 14, 2024 (11:16 pm) --

Dolly Caraballo is unfit for renomination to COELIG as she has corrupted her duties as a COELIG commissioner.  This is established by: (1) my fully-documented October 2, 2023 complaint to COELIG against her and her fellow COELIG commissioners and staff that she and they have been "sitting on", including its request for reconsideration of the "closing" of my fully-documented July 8, 2022 complaint, without investigation; and (2) my fully-documented January 29, 2024 complaint to COELIG against the (3rd) Commission on Legislative, Judicial & Executive Compensation that she and her COELIG commissioner have been "sitting on".   She is fully knowledgeable of these three complaints-- and of my FOIL requests pertaining thereto that COELIG is also "sitting on"  -- as I have sent them to COELIG by e-mails to which she is a recipient.

The evidence of this is posted on CJA's webpage for this comment, here: www.judgewatch.org/web-pages/searching-nys/celg/caraballo-dolly.htm

CJA's Day #1 Complaint/Letter -- July 8, 2022
"TESTING the 'ethics commission reform act' Commission
on its DAY 1:
Re-filing the seven complaints previously filed with JCOPE,
plus a new eighth complaint against Attorney General Letitia James for litigation fraud
in CJA, et al. v. JCOPE, et al. (Albany Co. #904235-22) --
arising from he same conflict of interest Public Officers Law §74 violations
as were the subject of CJA's March 5, 2021 complaint, unredressed by JCOPE"

2.
CJA's October 2, 2023 Complaint & TEST --
(1) Updating & Now Filing CJA’s March 29, 2023 ethics complaint
vs COELIG’s Commissioners, Executive Director, General Counsel, & Other High-Ranking Staff
, for “substantial neglect of duty” and “misconduct in office”, born of flagrant violations
of mandatory conflict-of-interest protocols;
(2) Officially TESTING the Commission’s unofficial reconsideration/renewal
remedy
by resubmitting CJA’s July 8, 2022 complaint and October 6, 2022 supplement
based on the within evidence that the November 17, 2022 staff letter that the Commission “voted to close” it is indefensible.

3.
CJA's January 29, 2024 Complaint --
“This is a conflict of interest/corruption complaint vs the seven members of the NYS Commission on Legislative, Judicial & Executive Compensation for their knowing and deliberate violations of Public Officers Law 74 to which they swore to comply.  The particulars, with live links to the substantiating evidence, are set forth by CJA’s attached Jan 18, 2024 Opposition Report to the Commission’s misnomered Dec 4, 2024 ‘Final Report on Judicial Compensation.  Page 17 recites details of their signed & sworn Public Officers Law 74 declaration.”
