2024 Legislator Compensation
Legislator compensation varies across
legislatures. The lowest annual state legislator salary in 2024 is
$100 and the highest annual state legislator salary is $142,000. In
2024, the average annual base salary for a state legislator was
$44,320. This is an $827 increase from 2023’s average annual
legislator base salary, which represents nearly a 2% growth.
However, salary is only one component of legislator
compensation. Each year, NCSL collects data from all 50
states, the U.S. territories, and Washington D.C. on legislative
salaries and per diems. The data on salaries, per diems and mileage
reimbursement policies can be found in the table below.

Legislator Compensation Resources
The amount of money legislators receive for their service—and the
process for how those amounts are set—varies by state. NCSL uses
several factors to measure legislator compensation, including
salary, mileage reimbursement and per diem. Legislator compensation
is collected and published annually and biannually. This information
is supplemented with additional data on compensation for
leaders, insurance and retirement benefits, and office and staffing
allowances.
This toolkit provides resources on legislator compensation from the
last several years, as well as information on how compensation is
determined and how it has changed over time.
