"The Legislative Bill Drafting
Commission is composed of two commissioners jointly appointed by the
Temporary President of the Senate and the Speaker of the Assembly.
The Commission drafts or aids in the drafting of legislative bills
and resolutions, and may advise as to the constitutionality,
consistency or effect of proposed legislation upon request of a
