Wednesday afternoon in midtown Manhattan. Rhetorical
fireworks soon followed. While the first meeting of the
Public Financing Commission was largely focused on
organizational matters, it did offer a preview of looming
battles over the commission's reach in the area of fusion
voting — the practice of letting candidates run on multiple
party lines.

If one of the commissioners strongly
supports campaign finance reform, but is modestly opposed to
a separate provision in the package, they'd be forced to
acquiesce to the package as a whole or torpedo the entire

counsel Kimberly Galvin, Assembly Minority Leader Brian
